I heard it in Radiohead’s song “Paranoid Android” and Incthe book, “The Hitchhiker’s Guide to the Galaxy” by Douglas Adams. What does it mean?

First one to be executed by the firing squad. During times of revolution the people who used to be in charge, before the revolution, got shot.
